Abstract:
در دهه‌های اخیر برخی از روستاهای ایران به دلیل مهاجرت مردان بافت زنانه پیدا کرده‌اند. مهاجرت مردان از روستاها به کلان‌شهرها عمدتا به دلایل اقتصادی متعددی ازجمله فقدان شغل مناسب در روستا، درآمدهای پایین، بیکاری‌های فصلی، کوچک بودن زمین‌های مورد بهره‌برداری و غیره همواره رو به افزایش بوده است. در این رابطه، نقش سیاست‌گذاری‌های اجتماعی مقتضی با این شرایط در ایجاد اشتغال و حمایت از تولیدکنندگان کلیدی در روستاها حائز اهمیت می‌گردد. در این پژوهش به بررسی نقش زنان در برخی از روستاهای استان گلستان از جمله روستای قلعه قافه بالا و کفش محله پرداخته شده که توانسته‌اند با استفاده از ارتقای قابلیت‌های انسانی، شناسایی منابع جغرافیایی و زیست‌محیطی و به‌کارگیری دانش بومی موجود در روستا به ایجاد کسب‌وکار سبز و معیشت پایدار دست یابند. در این پژوهش با اتکاء به رهیافت نظری آمارتیا سن و مفهوم قابلیت انسانی به راه‌حل‌های کاهش فقر و بیکاری در روستاهای موردمطالعه پرداخته شده است. همچنین این پژوهش از روش مطالعه موردی با تکنیک‌های مشاهده مشارکتی و مصاحبه عمیق بهره‌مند شده است. نتایج پژوهش نشانگر آن است که زنان این روستاها پس از سپری کردن مراحل توانمندسازی و با ایجاد گروه، توسعه مشارکت اجتماعی، افزودن ظرفیت عاملیت تغییر، تولید صنایع‌دستی، ایجاد صندوق‌های خرد روستایی و تغییر الگوی کشت توانسته‌اند نقش مهمی در کاهش فقر و بیکاری و بازگشت مردان به روستا ایفا کنند.
In the recent decades, some villages of Iran have had a feminine texture, the reason for this is immigration of men. Immigration of men from rural areas to metropolises mainly increased by virtue of various economic factors such as unemployment in villages, low income, seasonal unemployment and small size of farmlands. In this regard, the role of social policy making has been highlighted in order to create jobs and support key manufacturers in rural areas. In this research, we explored the role of women in two villages (Ghale Ghafe Bala and Kafsh Mahalle) located in the Golestan Region. These women succeeded in creating green jobs in their villages and eventually achieved sustainable livelihood after an empowerment process and improving human capabilities, recognizing geographical and environmental resources, and application of indigenous knowledge. In this study, we adopted the approach of Amartia Sen in human capabilities in order to solve the poverty and unemployment issue in the villages. The research methodology is case study, involving exploiting participant observation and in-depth interview techniques. The research results indicated that rural women could change the villages by grouping, increasing social participation, improving their capabilities, increasing agency capacity change and creating small and local community banks among rural groups. They could achieve sustainable livelihood and play an important part decreasing unemployment and poverty.
