Abstract:
روابط آمریکا با مصر از سال 1979 تاکنون روابطی خاص و ویژه بوده است. روند سازش مصر با اسرائیل موجب گردید تا مقامات آمریکایی حمایت از حاکمان مصر را سرلوحه برنامههای خود قرار دهند؛ اما این حمایت سیاسی به یکباره در سال 2011 از دیکتاتور مصر سلب و زمینه چرخش قدرت در مصر فراهم گردید. پرسش اصلی پژوهش حاضر رمزگشایی از این سلب حمایت از حسنی مبارک و دلیل روی آوردن مجدد به دولت سیسی است. رفتاری که با خود این سوال را به همراه داشت: آیا سیاست خارجی آمریکا ارزش محور است یا منفعت محور؟ فرضیه اصلی پژوهش بر منافع محور بودن سیاست خارجی آمریکا تاکید دارد و حفظ موازنه قدرت در خاورمیانه را اصل شکل دهنده رفتارهای آمریکا نسبت به تحولات منطقه میداند. برای انجام پژوهش حاضر از چارچوب نظری رئالیسم تهاجمی و روش کیفی از نوع توصیفی- تحلیلی استفاده شده است.
US relations with Egypt have been special since 1979. The process of reconciliation between Egypt and Israel has led US officials to put support for the Egyptian rulers at the top of their agenda; But this political support was suddenly removed from the Egyptian dictator in 2011 and the ground for the rotation of power in Egypt was provided. The main question of the present study is to decipher this denial of support for Hosni Mubarak and the reason for his return to the Sisi government. Behavior that raised the question: Is US foreign policy value-driven or profit-driven? The main hypothesis of the study emphasizes the interest-oriented nature of US foreign policy and considers maintaining a balance of power in the Middle East as the shaping principle of US attitudes toward developments in the region. For conducting the present study, the theoretical framework of aggressive realism and the qualitative method of descriptive-analytical type have been used.
