Abstract:
هدف از پژوهش حاضر تاثیر برنامه رﯾﺰی ﻓﺮضﺑﻨﯿﺎد بر ﺣﻮزه ﻓﻨﺎوری اﻃﻼﻋﺎت، ﻓﻨﺎوری ﻫﻮاﻓﻀﺎ و ﺣﻮزه زﯾﺴﺖﻓﻨﺎوری در جمهوری اسلامی ایران می باشد. روﯾﮑﺮد پژوهش ﺷﺒﻪﮐﻤﯽ بوده و ﮐﺎﻣﻼ ذﯾﻞ روﯾﮑﺮد ﺧﺒﺮه محور ﻗﺮار ﻣﯽﮔﯿﺮد. ﺟﺎﻣﻌﮥ آﻣﺎری ﺧﺒﺮﮔﺎن ﮐﺸﻮر در ﺧﺼﻮص ﺗﻮﺳﻌﮥ ﻓﻨﺎوریﻫﺎی ﻋﺎم ﭘﯿﺸﺮﻓﺘﻪ ﻫﺴﺘﻨﺪ . از ﺟﺎﯾﯽآن ﮐﻪ در اﯾﻦ ﻣﻄﺎﻟﻌﻪ از ﭘﺮﺳﺶﻧﺎﻣﻪﻫﺎی ﻃﺮح ﭘﺎﻣﻔﺎ اﺳﺘﻔﺎده ﺷﺪه اﺳﺖ، ﻟﺬا ﭘﮋوﻫﺸﮕﺮ ﺗﻨﻬﺎ ﺑﻪ اﺗﮑﺎء روش ﺗﻮﺻﯿﻒ ﺷﺪه در آن ﻃﺮح روش ﺷﻨﺎﺳﺎﯾﯽ ﺧﺒﺮﮔﺎن ﺑﺮ اﺳﺎس روش ﻣﻌﺎرﻓﮥ ﻣﺸﺎرﮐﺘﯽ را ﻣﻨﺎﺳﺐ ﺑﺮای ﻣﻄﺎﻟﻌﻪ داﻧﺴﺘﻪ اﺳﺖ، ﻫﺮ ﭼﻨﺪ ﺗﻤﺮﮐﺰ اﺻﻠﯽ اﯾﻦ ﻣﻄﺎﻟﻌﻪ ﺑﺮ روشﺷﻨﺎﺳﯽ اﺳﺖ و ورودی ﻫﺎی ﻣﺘﻔﺎوت در روش اﺳﺘﻔﺎده ﺷﺪه، هدف از پژوهش حاضر تاثیر برنامه رﯾﺰی ﻓﺮضﺑﻨﯿﺎد بر ﺣﻮزه ﻓﻨﺎوری اﻃﻼﻋﺎت، ﻓﻨﺎوری ﻫﻮاﻓﻀﺎ و ﺣﻮزه زﯾﺴﺖﻓﻨﺎوری در جمهوری اسلامی ایران می باشد.ﺗﻐﯿﯿﺮات ﺟﺪی اﯾﺠﺎد ﻧﺨﻮاﻫﺪ ﮐﺮد. از ﻣﻨﻈﺮ اﻓﻖ زﻣﺎﻧﯽ ﻣﻄﺎﻟﻌﻪ، آینده های ﺑﺎورﭘﺬﯾﺮ ﺗﺎ ﺳﺎل 1404 را ﺷﺎﻣﻞ ﻣﯽﺷﻮد ﮐﻪ آﯾﻨﺪه ای ﺑﻠﻨﺪﻣﺪت را در بر میگیرد .ﺑﺮﻧﺎﻣﻪرﯾﺰی ﻓﺮضﺑﻨﯿﺎد ﻧﻮعی از ﺗﺤﻠﯿﻞ را ﺑﺮای ﺳﯿﺎﺳﺖ و وﺿﻌﯿﺖ ﻫﺎی ﻣﺨﺘﻠﻒ(ﻋﺪم ﻗﻄﻌﯿﺖﻫﺎ) ﻧﺸﺎن ﻣﯽدﻫﺪ، ﮐﻪ ﻋﺒﺎرﺗﻨﺪاز: وﺿﻌﯿﺖ ﻫﺎیﻏﯿﺮﺗﺎﺛﯿﺮﮔﺬار: وﺿﻌﯿﺖ ﻫﺎی دوﮔﺎﻧﮥ « ﻓﻀﺎی ﺑﺎز ﯾﺎ ﮐﻨﺘﺮل ﺗﺒﺎدل اﻃﻼﻋﺎت » ﻣﻨﺠﺮ ﺑﻪ ﻣﻮﻓﻘﯿﺖ ﯾﺎ ﻋﺪم ﻣﻮﻓﻘﯿﺖﻫﯿﭻ ﺳﯿﺎﺳﺖ ﺧﺎﺻﯽ ﻧﻤﯽﺷﻮد؛ و ﺳﯿﺎﺳﺖﻫﺎ ﻓﺎرغ از ﺗﺤﻘﻖ ﯾﺎ ﻋﺪم ﺗﺤﻘﻖآن ﺳﻨﺎرﯾﻮﻫﺎ ﻃﺮاﺣﯽ ﺷﺪه اﻧﺪ.
