Abstract:
Compared to other developing countries, Islamic states have · confronted more serious problems and Impediments when It comes to polltlcal, economic, social, and cultural modernization. The noteworthy pace of development In the Far East and East Europe Is Indicative of the capacity for modernity. Within this context, the elements of culture, heritage, and cultural beliefs on the one side and the nature of power circles on the other are two decisive variables In the transition from the pre-modernity stage to the age and process of modernity. This paper Investigates into these two variables in the Arab and non-Arab states of the Middle East. The nature and entity of cultural beliefs pertinent to modernistic processes are compared with those of certain other countries such as Poland, Hungary, Malaysia, and South Korea. More Important than cultural belief's which could facilitate or Impede the modernity process Is the nature of power circles and their stances and speclflcltles In that to whnt extent these power circles In any given country comprehend global realities and trends and to what degree they deflne their own Interests In concordance with their own society's interests. The paper ultimately concludes that cultural impediments in a society and the nature of power circles can be two determining parameters In the underdevelopment of lslamlc societies in terms of modern processes In the 2lst century.
