همکاری شبکهای ضرورتی اجتنابناپذیر برای ارائه خدمات باکیفیت در نظام سلامت محسوب میشود. استفاده از ساختارهای همکاری و سازوکارهای هماهنگی در قالب یک الگوی حکمرانی مطلوب شرط موفقیت در همکاری شبکهای است. عوامل مختلفی بر طراحی یک الگوی حکمرانی موفق در شبکههای مراقبت از سلامت تأثیر میگذارد. با توجه به اهمیت این عوامل در طراحی الگوی حکمرانی، تا به حال به بررسی جامع عوامل خارج از کنترل شبکه پرداخته نشده است. در این پژوهش به شناسایی عوامل خارج از کنترل شبکه که باید در طراحی یک الگوی حکمرانی مطلوب در نظام سلامت توجه شوند، پرداخته میشود. در اینجا برای شناسایی و استخراج عوامل تأثیرگذار خارج از کنترل از روش مرور نظاممند ادبیات (SLR) استفاده میکنیم. با جستجوی مقالههای مرتبط با سؤال تحقیق در پایگاه داده وب آف ساینس بهعنوان یک پایگاه جامع، 1500 مقاله حاصل شد. با غربالگری نتایج حاصل شده براساس عنوان این مطالعات با معیارهای ورودی و خروجی 150 مقاله حاصل گردید. غربالگری نهایی این 150 مقاله براساس چکیده و نتیجهگیری به 11 مقاله نهایی منهی شد که 15 قطعه شواهد از آنها استخراج شد. با ترکیب شواهد استخراج شده بهمنظور دستیابی دیدگاهی جامع، 4 کلاس با 15 مؤلفه ایجاد شد. بر این اساس، اقتضائات محیطی، سطح دخالت دولت در نظام سلامت، ماهیت سیاستها، مداخلههای دولتی در نظام سلامت و نیز نرخ ارجاعات در شبکههای سلامت بهعنوان مهمترین عوامل خارج از کنترل شبکه شناسایی شد. حکمرانی شبکه تنها در صورتی موفق خواهد بود که عوامل مؤثر بر طراحی آن در نظر گرفته شود.
Networked collaborations have become a critical approach to enhance providing quality service in health care systems. The use of collaboration structures and coordination mechanisms as a desirable governance model is essential for the success of network collaboration. There are different factors influencing designing good network governance models in health care networks. Considering the importance of these factors in designing the governance model, the comprehensive review of factors out of the network control has not yet been addressed. The aim of this paper is to identify the factors that are out of network control and influencing designing a good network governance model in health care systems.We apply a systematic literature review (SLR) to identify the intended factors. During searching for studies associated with our research question in the WEB OF SCIENCE database as a comprehensive database, the 1500 publications resulted. Screening resulted publications basis of title fitness with inclusion and conclusion criteria led to the 150 articles. Final screening the 150 articles basis of abstract and conclusion led to the 11 final articles that the 15 pieces of evidence were extracted from them. After synthesizing the extracted evidences for achieving an integrated view of them led to the 4 classes with the 15 components. In this regard, the environmental requirements, the level of government intervention in the health system, the nature of policies and interventions in the health system, as well as the rates of referrals in health networks were identified as the most important factors outside the network control. Network governance will succeed if the influencing factors are taken into account in designing it.

با توجه به بحث گذشته سؤال پژوهش در این مقاله به شکل مقابل است : «چه عوامل خارج از کنترل شبکه ای در طراحی الگوی حکمرانی مناسب در همکاری های بین سازمانی در سیستم های ارائه دهنده خدمات سلامت مؤثر است » ؟ برای پاسخ به سؤال مطرح شده از روش مرور نظام مند ادبیات [١٥] استفاده می کنیم .
با توجه به هدف پژوهش که کشف عوامل خارج از کنترل شبکه و مؤثر بر طراحی الگو حکمرانی در شبکه های ارائه دهنده خدمات سلامت است و همچنین با توجه به شواهد ذکرشده در ادبیات موضوع آشکار می شود که برخی شواهد به عوامل داخلی در شبکه مانند ساختار شبکه [٢٠ و٢١]، سطح متمرکز بودن در شبکه اشاره دارند [٢٢].
اگر مطالعه ای که این عامل از آن استخراج شده با معیارهای ورودی مشخص شده مطابقت داشته باشد، و نیز این 51 عامل مرتبط با یک عامل تأثیرگذار بر طراحی الگوی حکمرانی در شبکه های ارائه خدمات سلامت باشد (بر همکاری ، هماهنگی یا کارایی حکمرانی تأثیر بگذارد).
شواهد استخراج شده مرتبط هستند اگر به یک عامل خارج از کنترل شبکه و تأثیرگذار بر حکمرانی ، همکاری و هماهنگی در شبکه های ارائه خدمات سلامت دلالت داشته باشد.
